They can't really vote for it, actually. It's the scouted artists' preference as far as who they scout.
Submit a few pieces at a time. That way, you don't load all your work in one shot, and as more/other submissions come in, yours get pushed further down the list. Also, you want to have something to submit once you do get scouted to bring attention to your other work as well. It'd suck to upload everything and have it get pushed far down the line, or to get scouted and then have nothing else (or nothing decent) to submit. ;)
